H.C. Peck & Associates, Inc. is a full service national right of way acquisition and relocation company founded in 1988 to provide professional land services to both private industry and government agencies. 

Lee Hamre

President/CEO

Lee has worked in the right of way acquisition and relocation field since 1991 and has been president of H.C Peck for the past 16 years. Lee was also a past President of the International Right of Way Association for the 2014-2015 term. She has worked on a wide range of projects from Real Estate Project Management Oversight for FTA, to the 9/11 groundwork oversight project and was the Relocation Team Manager for the T-REX Design/Build Multi-Modal Transportation Project.

When not overseeing projects here at Peck, Lee enjoys the great outdoors of Colorado with her husband, and is a certified scuba diver with over 200 dives under her belt.

J Parker

Executive Vice President and General Counsel 

J has worked in the land service field for over 40 years developing an extensive background in land titles, document preparation and analysis, acquisition and project management. Prior to his joining H.C. Peck in 1993, J performed title examination and acquisition for fiber optic, pipeline, and oil and gas exploration and acquisition projects. J received a B.S. degree in Business Administration (Finance) from Oklahoma State University and a J.D. degree from the university of Denver College of Law, concentrating on real property and natural resources law, and is a licensed Colorado attorney and Real Estate Broker.

In his off time, J enjoys traveling, golfing and getting up into the Colorado mountains with his family. He is also a die-hard Oklahoma State fan, ‘Go Cowboys!’

Magaly Fernandez

Vice President of Relocation

Magaly joined H.C. Peck in 2007 as a relocation agent and has climbed the ranks becoming the Relocation Vice President in 2017. Magaly was elected to be the local IRWA Chapter 6’s president for the 2019-2020 term and also serves as the International IRWA’s nominations and elections committee Region 6 representative. Magaly’s expertise lies in HUD projects, working closely with public and private sectors to roll out projects in accordance with the Federal Uniform Relocation Assistance Act of 1970.

When Magaly is not here at Peck she enjoys beautiful Colorado with her husband and 2 dogs.

Russ Gager

Vice President of Title

Russ Gager joined H.C. Peck & Associates, Inc. in 1999 as a title examiner with 14 years of experience in the title industry. Russ has conducted research in all of the Denver Metro Counties and numerous other Colorado Counties as well as Wyoming and New Mexico. He has also completed research at the Colorado State Land Board; the Bureau of Land Management and Bankruptcy Court. He has provided oversight, research, title examination, title curative, ownership reports, title commitments and title policies for the Title and Escrow portions of numerous Right of Way projects.

Russ enjoys getting out the house to golf and spending time with his grandchildren as well as manning the grill during summer BBQ’s.

Michelle Anthony

Controller

Michelle joined H.C. Peck in 2011 and has been a great asset to the team. She handles the complex accounting and has managed over $100 million in escrow funds for acquisition and relocation projects. In 2017 she earned a PMP certification to better coordinate with Peck project teams. She previously worked in the family welding equipment business, becoming proficient in all aspects of the business. Michelle obtained a B.A. from the University of Central Florida in 1991 and moved out to Colorado in 2010.

In her spare time, she can frequently be found lifting weights, working on her classic cars, or enjoying the Colorado mountains with her husband and two rescue dogs.
